W layer concept

Keys to Soil Taxonomy (10th ed., 2006, p. 312) defines W layer as a "water layer within or beneath the soil", excluding ponded water, ice or snow on soil surface.
I do not clearly understand from the definition the concept of W layer since I assume it is not a saturated soil or subsoil layer, for which the different types of saturation (as defined in p. 23) should apply. Is it so?
