The V horizon and surface salic horizons.

I have read the proposal and counter proposal for the V or Avv horizon, and wanted to share this, for discussion purposes.

A few years ago I was in northern Chile, near Arica, and the dominant feature of the soils was a surface indurated-salic horizon, between 15 to 30 cm thick. The superfical salic horizon also had low infiltration, was light colored with low content of organic carbon. Should this also have its own master horizon (Z)?
